AI Action Plan Explorer

The Ministry of Justice (MOJ) is at the forefront of responsible AI adoption across government. One year on from publishing the AI Action Plan for Justice, this explorer highlights progress against our ambitions. We are committed to being transparent about how we use AI and will continue to work with industry, academia, civil society and the wider public sector to realise its benefits safely and responsibly.

This explorer will not be updated in real-time. It represents a snapshot of our Year One progress (30 July 2025 – 30 July 2026) against the AI Action Plan for Justice, accurate as of 24 September 2026.

In Year One, we committed to establishing strong foundations, building capability and delivering early wins.

In Year Two, our priority is to scale what works to improve outcomes more widely across the justice system. All future work will be taken forward in line with appropriate engagement and consultation requirements, including with trade unions where relevant.

Scale AI productivity tools across the system to free up time

Year 1 progress

In Year 1, the MOJ scaled general-purpose AI productivity tools across the organisation through the 'AI for All' programme. All staff now have access to a secure enterprise version of Copilot Chat, alongside targeted, ongoing rollouts of Microsoft 365 Copilot and ChatGPT Enterprise. These tools support everyday tasks such as summarisation, drafting and research.

This activity has been supported by organisation wide training and upskilling, including a 'prompt library' hosted on our internal AI for All website and initiatives such as the government wide 'One Big Thing' programme, focused on 'AI for All' in 2025. A structured evaluation is underway to understand usage and the right tool mix for our workforce.

The department is also exploring the wider market and engaging with a range of AI providers to understand scalability and suitability while maintaining flexibility over the long-term tool mix.

Year 2 priorities

In Year 2, we will use evaluation insights to refine our mix of tools, strengthen training and guidance and embed consistent use across the department to deliver sustainable productivity gains.

AI for All RolloutScale

Copilot Chat:

All MOJ staff now have access to Copilot Chat as our foundational offer, providing a secure, general-purpose AI assistant for tasks such as drafting, summarisation, brainstorming, and research. This supports everyday productivity across HQ and agencies, reducing administrative burdens, and freeing up time for higher-value work.

Microsoft 365:

We have continued to expand Microsoft 365 Copilot across priority roles and business areas where there is clear business value. Integrating AI into Microsoft 365 applications supports staff to work more efficiently within familiar tools and helps embed AI into existing ways of working. Ongoing evaluation is informing future deployment and identifying opportunities to maximise benefits.

ChatGPT:

As the first government department to pilot an enterprise deployment of ChatGPT, we have established a secure platform that complements Microsoft 365 Copilot with advanced AI capabilities. ChatGPT Enterprise supports complex reasoning, research, coding assistants and specialist technical use cases, while ongoing evaluations are informing future deployment decisions and the evolution of our enterprise AI capability.
