AI Action Plan Explorer

The Ministry of Justice (MOJ) is at the forefront of responsible AI adoption across government. One year on from publishing the AI Action Plan for Justice, this explorer highlights progress against our ambitions. We are committed to being transparent about how we use AI and will continue to work with industry, academia, civil society and the wider public sector to realise its benefits safely and responsibly.

This explorer will not be updated in real-time. It represents a snapshot of our Year One progress (30 July 2025 – 30 July 2026) against the AI Action Plan for Justice, accurate as of 24 September 2026.

In Year One, we committed to establishing strong foundations, building capability and delivering early wins.

In Year Two, our priority is to scale what works to improve outcomes more widely across the justice system. All future work will be taken forward in line with appropriate engagement and consultation requirements, including with trade unions where relevant.

Support the use of AI coding assistants to accelerate development and modernise legacy systems

Year 1 progress

In Year 1, AI coding assistants have been deployed at scale across engineering teams, providing a baseline capability to accelerate software development and support the modernisation of legacy systems.

GitHub Copilot has been rolled out to developers as a standard tool, while the Justice AI Unit has also begun testing and evaluating a range of coding assistants. This work has focused on understanding how different tools can best support developer productivity, code quality and modern engineering practices.

Year 2 priorities

In Year 2, we will focus on widening access to approved AI coding tools, increasing choice for engineers and integrating these capabilities more consistently into day-to-day development workflows.

Priorities also include developing basic, proportionate metrics to better evidence productivity gains and understand impact over time.

Together, this work supports the overall aim of accelerating delivery, improving the sustainability of digital services and enabling engineering teams to modernise legacy systems more efficiently and safely.
